The petitioner has an alternative remedy to file an appeal against
the order dated 16th December, 2009 before the Collector. In view
of the availability of alternative remedy the writ petition is
dismissed.

In case the appeal is filed within 15 days from the date of
production of the certified copy of this order the same shall be
decided within 3 months.
