The controversy involved in the present writ petition has already been
considered and decided in Writ Petition No.15605 of 1989 (Bharat Ram
Chaudhary Vs. The District Inspector of Schools Basti and others) decided on
4.8.2009.

This writ petition is also decided in the same terms and conditions and the
reasons and directions issued in the aforesaid writ petition shall also apply to
this writ petition.

No order as to costs.
