       Vide decision dated 30-01-2009, the Commission had directed        Shri A.
Arunachalam, DGM (Vig.), FCI, to provide para wise information to appellant
Shri A.P. Devnani. The Appellant has filed non-compliance complaint vide letter
dated 22-10-2009 before this Commission. Hence, the matter is called for hearing
today dated 23-11-2009. Appellant not present. Shri Arunachalam is present
alongwith Adv. Karunesh Tandon. Adv. Tandon would submit that a
comprehensive para wise response was given to the appellant vide letter dated 9-
3-2009. The same is perused. The operative para of the non-compliance
complaint is reproduced below:-
       "Kindly, do needful on my said complaint in April 12th, 2009 as F.C.I had
       not followed your SMD order with malafide intention. FCI's attitude has
       always been negative as I was dismissed by bias and established corrupt
       TM Mr. E.Rao at Gandhi Dham Kur due to his nexus. Still some higher
       officers of that period and or FCI havoc. The information is avoided."

2.      It is noticed that the Appellant has alleged bias against the Senior Officers
for his dismissal etc. There is not even a whisper about non-compliance of the
Commission's decision. It may be noted that the Commission is concerned only
with the compliance of its decision and not will grievances which fall in the
domain of other fora. As the Commission's decision has been implemented, the
matter is closed.
