It is contention of the petitioners that they solemnized

marriage, as per the ceremonies prevalent in their personal law, on 5.7.2009.

They moved an application to get their marriage registered, under the

provisions of the Haryana Compulsory Registration of Marriage Act, 2008,

on 30.7.2009. Nothing has been done by the Registrar. That application is

still pending before respondent No.3. He has not passed any order either

ordering registration or rejecting application of the petitioners.

Counsel for the petitioners states that the petitioners wants to

go to the United Kingdom and non-registration of their marriage is delaying

the same.

In view of facts mentioned above, this writ petition is disposed

of by issuing directions to respondent No.3 to take up and decide

application of the petitioners, as per law, within a period of ten days from

the date of receipt of a copy of this order. If there is no deficiency in the

application moved by the petitioners, their marriage be registered forthwith.

To the contrary, if the officer concerned wishes to reject their claim, on

valid grounds, he shall state the reasons, pass a speaking order and supply a

copy of the same to the petitioners.
