A preliminary objection has been taken by Shri Pankaj Kumar
Shukla that the petitioner has not impleaded the affected parties in
the writ petition.

The petitioner is permitted to implead the affected parties or some
of them representing them in the writ petition.

The respondents are allowed three weeks’ time to file counter
affidavit. The petitioner will have one week, thereafter, to file
rejoinder affidavit. List on 30th August, 2010.
