                        J U D G M E N T

The petitioner joined as a Lower Division Clerk in the

Panchayat Common Service in 1982 and came over to the

Municipal Common Service through option with effect from

1.4.1990. According to the petitioner, commensurate with his

seniority and test qualification, the petitioner is eligible and

entitled to be promoted as Upper Division Clerk and also for

inclusion in the seniority list. Claiming retrospective promotion

and inclusion in the seniority list, published as per Ext.P1, the

petitioner has submitted Ext.P2 representation before the first

respondent. For the present, the petitioner would be satisfied

with a direction to the first respondent to consider and pass

orders on Ext.P2 expeditiously.

2. I have heard the learned Government Pleader and the

learned Standing Counsel appearing for the second respondent.

Having heard both sides, I dispose of this writ petition

with a direction to the first respondent to consider and pass

orders on Ext.P2 as expeditiously as possible, at any rate,

within a period of two months from the date of receipt of a

copy of this judgment.
