श्री किरीट सोमैया (मुम्बई उत्तर-पूर्व) : माननीय उपाध्यक्ष महोदय, मैं आपके माध्यम से सरकार का ध्यान आकर्िषत करना चाहता हूं। आज ३० नवम्बर को इंडियन बैंक की जो म्यूचुअल फंड की स्कीम थी, जिसे १९९२ में लांच किया गया था, उसका नाम इंड प्रकाश स्कीम है। देश भर में खास तौर से महाराष्ट्र, कर्नाटक, आंध्र प्रदेश, तमिलनाडु आदि प्रांतों के लगभग एक लाख पांच हजार छोटे इंवैस्टर्स ने इसमें पैसे लगाये थे। १९९२ में इंडियन बैंक जो गवर्नमैंट का बैंक है, ने प्रोमिस किया था कि वह दस रुपये की म्यूचुअल फंड की यूनिट का ३० नवम्बर,१९९९ को तीस रुपये देगा। लेकिन आज इंडियन बैंक ने डिकलेयर किया है कि वह इन्वैस्टर्स को सिर्फ १७ रूपये देगा। जिसके कारण छोटे इन्वैस्टर्स को लगभग ७० करोड़ रुपये का नुकसान हो रहा है। हम इस मामले को सेबी और रिजर्व बैंक के पास लेकर गये थे। सेबी ने इंडियन बैंक को डायरेकिटव दी हैं कि उन्हें प्रति यूनिट तीस रुपये देना चाहिए। मैं आपके माध्यम से सरकार से प्रार्थना करना चाहता हूं कि आज इस स्कीम का अंतिम दिन है। यदि आज सरकार ने इस पर ध्यान नहीं दिया या कोई डायरेकिटव्ज नहीं दी तो एक लाख पांच हजार छोटे इंवैस्टर्स का ७० करोड़ रुपये का नुकसान होगा और सरकार के नेशनलाइज्ड बैंक की कया क़ैडबलिटी होगी। इसी प्रकार का आदेश सरकार ने पहले स्टेट बैंक ऑफ इंडिया और केनरा बैंक की ऐसी ही म्यूचुअल फंड की स्कीमों मे दिया था। मेरी आपके माध्यम से माननीय वित्त मंत्री जी से प्रार्थना है कि वह स्िथति स्पष्ट करें।SHRI PRIYA RANJAN DASMUNSI : Sir, I would like to draw the attention of the House, through you, to a very important matter.
