Counsel
for the petitioner prays and is allowed to delete respondent No.1
from the cause title. He is also permitted to delete name of the
individual from the cause title of the 4th respondent and
the said respondent is allowed to remain with designation, Secretary,
Porbandar Boat Association, Porbandar.

Respondents,
Union of India, State of Gujarat and Secretary, Porbandar Boat
Association, Porbandar, be treated as 1st, 2nd
and 3rd respondents respectively.

Learned
Government Pleader Mr.P.K. Jani accepts notice on behalf of the 2nd
respondent, State of Gujarat. Counsel for the petitioner is allowed
to serve a copy of the writ petition on learned counsel
Mr.Champeneri, who accepts notice on behalf of the 1st
respondent, Union of India. Notice on the 3rd
respondent, Secretary, Porbandar Boat Association, Porbandar.
