The petitioners claim to be headload workers. They have filed

Exts.P1 to P12 applications under Rule 26A of the Kerala Headload

Workers Rules for registration as headload workers. Additional

respondents 3 to 13 submit that they are existing workers in the area,

which is a scheme covered area and in view of the decision in Jnana

Prakasam v. Natarajan [2002 (1) KLT 39], they are also entitled to

be heard while considering the applications submitted by the

petitioners.

2. I have heard the learned Government Pleader also.

3. In the facts and circumstances of the case, I dispose of this

writ petition with a direction to the 1st respondent to consider and pass

orders on Exts.P1 to P12 applications in accordance with Rule 26A of

the Kerala Headload Workers Rules, after affording an opportunity of

being heard to additional respondents 3 to 13 also in addition to the

persons mentioned in Rule 26A. Orders shall be passed on Exts.P1 to

P12 applications as expeditiously as possible, at any rate, within one

month from the date of receipt of a certified copy of this judgment.
