Background
1. The Applicant filed an RTI application dt.17.6.08 with the CPIO, ECR,
Mughalsarai. He requested for information against 11 points related to
suppliers in Eastern Central Railway in the Office of Divisional Material
Manager including number of suppliers existing at present, numbers
registered where the registration fee has been deposited between March 2007
and 15th June, 2008, which suppliers had supplied what materials etc. The
CPIO replied on 10.7.08 stating that it is not clear from the RTI request from
which Divisional Material Manager the information is being sought. He
provided information against points 9 and 11. Not satisfied with the reply,
the Applicant filed an appeal dt.7.8.08 with the Appellate Authority stating
that he requires information from Mughalsarai and reiterating his request for
the information. On not receiving any reply from the Appellate Authority, the
Applicant filed a second appeal dt.3.11.08 before the CIC .
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for June 4, 2009.
3. Mr. Bipin Bihari Misha, DMM, Mugalsarai represented the Public Authority.
4. The Applicant was not present during the hearing.
Decision
5. The Respondent stated that the first appeal was not received by the Appellate
Authority. He also stated that he had joined as CPIO about 6 months ago and
that on getting the hearing notice from the Commission, he provided
complete information to the Appellant on 2.6.09. He added that the Appellant,
on being provided the information, was satisfied with the same. A letter to
this effect, signed by the Appellant, was presented to the Commission.
6. Since the Appellant is satisfied, the case is considered as closed.
