The Appellant was not present in spite of notice.

2. The Appellant was not present in spite of notice. The Respondents were
present in our chamber and made their submissions.
3. The Appellant had sent an application seeking information about certain
details relating to the Assistants Grade Examination 1987. He had not enclosed

the fee in the prescribed manner; instead he had sent a nonjudicial stamp
paper. The CPIO had responded rather late with the observation that his
application had not been treated as a proper RTI application. However, he had
also provided some information.
4. After examining the records, we agree that the RTI application was not
valid since the Appellant had not enclosed the fee in the prescribed manner.
We advise the Appellant to apply again, if he so chooses, along with the
application fee in the prescribed manner.
5. The appeal is disposed off accordingly.
6. Copies of this order be given free of cost to the parties.
