Background
:
The appellant had sought information from PIO, Govt. of NCT of Delhi regarding Stamp
Paper having sr. no. 1033738 & 133738.

1. Kindly give name and address of the person who purchased The said stamp paper is
Rs. 10/- stamp no. 07AA363126 on 21/11/2006 from having serial no. 133738;
Minakshi Stamp Vikreta, Salimpur, Delhi having serial copy of the register is
number 1033738 or 133738. Kindly also inform for which enclosed.

The appellant shows that the copy of the register’s page is completely unreadable. If this is the
state of affairs there is no purpose of maintaining the register.
The PIO was directed to get the register of the Meenakshi StampVendor, Seelampur of 21
November 2006 to the Commission’s office for an inspection by the complainant on 22 May
2009 at 12.30pm.
Inspection dated 22/05/2009:
Mr, Vijay Kr. Rawat, on behalf of the PIO, brought the concerned register before the
Commission. The Commission found that names and addresses recorded in the register were
illegible. The Commission directed the PIO to be present on 28/05/2009 to explain the manner in
which records are kept in such registers.
Facts emerged on 28/05/2009:
Appellant : Ms. Veena,
Respondent: Mr. Roorh Singh UDC on behalf of PIO
Mr. Roorh Singh, UDC, appeared on behalf of the PIO on 28/05/2009. He admits that the
names and addresses in the register cannot be read. Mr. Roorh Singh also stated that the
Department of Dy. Commissioner (North-East) is the licensing authority to stamp vendors and
also supplies the required registers to the stamp vendors to maintain the records. These registers
are submitted to the licensing authority once they are full.
The Appellant contended that stamp papers are being issued in an illegal manner. The
register is also being maintained in a way that the irregularities cannot be identified. She also
stated that the records are being maintained in the same manner even now by the concerned
stamp vendor- Meenakshi and this was brought to knowledge of the concerned department in
2007.
Decision:
It is appears before the Commission that the contention of the appellant may be valid.
The Commission directs the Dy. Commissioner (North-East) to investigate into the matter and
take necessary action against the erring officials.
