Title: Need to advise Chandigarh Administration for effecting Amendments to building by-laws allowing essential Minor alterations in residential units.
(CHANDIGARH): Sir, over the years, a very large number of people have effected some minor need-based alterations in the residential units or shops in Chandigarh. This was done not clandestinely but with the full knowledge of the Administration. Now, while the Administration has promised to make necessary amendments in the building by-laws, it has, on the other hand, issued notices threatening resumption, etc., on a massive scale causing widespread harassment to the genuine occupants numbering at least one-fourth of the total population. This exercise has achieved nothing except breeding corruption.
I urge upon the Government to take immediate steps to instruct the Chandigarh Administration to urgently effect amendments to building by-laws in tune with todayâs requirements and regularise the need-based alterations without, of course, compromising with architectural imperatives, aesthetics, safety and, in the meanwhile, suspend notices for old actions.
