डॉ. रघुवंश प्रसाद सिंह (वैशाली) : अध्यक्ष महोदय, मैं शून्य काल में माननीय सदस्यों के अधिकार के बारे में मामला उठाना चाहता हूं। यदि कोई मंत्री किसी क्षेत्र में जाता है तो साधारण शिष्टाचारवश इसकी सूचना सदस्यों को दी जानी चाहिए। अभी परसों की बात है, ११ तारीख को श्रीमती मेनका गांधी, माननीय सामाजिक न्याय मंत्री द्वारा वैशाली में विकलांगों को व्हीलचेयर आदि सहायता दी गई लेकिन उस क्षेत्र के माननीय सदस्यों को इसकी सूचना नहीं दी गई। मैं उसी क्षेत्र से आता हूं। वहां सरकारी कार्यक़म को भी पार्टी की तरफ से कराया गया। इतना ही नहीं, वहां यह भाषण दिया गया कि सदस्यगण विकलांगों के प्रति ध्यान नहीं देते। जबकि माननीय जयपाल रेड्डी जी ने विकलांग दिवस पर इस बारे में सवाल पूछा था। हमने भी सवाल किया था कि विकलांगों की समस्या का समाधान हो और उनको विशेष तरजीह दी जाये, इससे संबंधित जो विधेयक है, वे लेकर आयें। लेकिन वैसा नहीं किया गया। कया यह ऐस्टैबलिश्ड शिष्टाचार है या नहीं कि माननीय मंत्री जी किसी क्षेत्र में जायें तो कम से कम उस क्षेत्र के संबंधित सदस्यों को सूचना दी जाये।… (व्यवधान)
