SHRI ABDUL RASHID SHAHEEN

(BARAMULLA): Sir, I stand here to raise a very important issue regarding the financial health of Jammu and Kashmir State and the consequences which are expected to surface because of the unfortunate and inordinate delay in the Plan allocation to the State. Our financial year has almost come to a close now that winter has set in in the areas of my constituency and the upper reaches of Jammu and Ladakh provinces. Unfortunately, so far the Plan allocation has not been finalised by the Central Government and the developmental activities in our area have come to a grinding halt.

I would like to urge the Government through you and demand to know from the Prime Minister as to how long this Plan allocation will be delayed. The Plan allocation should be finalised and funds which are expected to be spent in the

upper reaches of the State where winter has set in should be placed in a non-lapseable pool, so that that money can be spent after March.

Unfortunately, we are being told that we are not performing better. Since the popular Government assumed power in 1996 we have rationalised the tax structure and we have augmented the collection of taxes and non-tax revenues also. It has risen from Rs.412.88 crore to the extent of Rs.838.40 crore.

SHRI ABDUL RASHID SHAHEEN : We have reluctantly raised revenue in a geometrical proportion and we have squeezed the people of the area in certain fields because of the unfortunate languishing of all economic developments as a result of the proxy war which we are facing. This delay has unfortunately many repercussions politically as well as in the area of development. So, I would request the Government to finalise the Plan allocation as early as possible.
