Prima facie Shri Manish Goel has not been able to explain the
reasons as to why the petitioner was superseded in promotion. The
averments in the counter affidavit are entirely vague and the codes
allotted in the original record with him have not been explained.

List again on 16th August, 2010 to enable him to explain the
criteria and the grading or marks, which was awarded to the
petitioner for superseding him.
