Background
Vide RTI application dated 2.01.2008, the complainant requested for information
regarding conduct of trials through Videos Conferencing, including evidence of inmates,
consultation with lawyers, through Video Conferencing in States. The CPIO, Ministry of
Home Affairs, Department of Justice, replied to the appellant through letter dated
21.02.2008, mentioning therein, that the information sought by the Complainant broadly
concerned the M/o Home Affairs and that a copy of the application had been forwarded
to that Ministry. It was also briefly stated in the reply that “However, one of the
components of the e-Court Project which is a Mission Mode Project (MMP), under
implementation for computerization of District and Subordinate Court, is Video
Conferencing”. Not satisfied with the reply the complainant has approached the
Commission.
2. The matter was heard on 27.11.2009
3. The complaint did not appear inspite of notice having been given to him.
4. Sh. S.B. Biswas, Director-cum-CPIO, D/o Justice and Sh. S. K. Bhatnagar,
Dy. Secretary-cum-CPIO, M/o Home Affairs represented the respondent
Public Authority.
During the hearing, it was stated by the respondents that detailed information on
the subject would be available with the states and not with the D/o Justice or with the
M/o Home Affairs,
Decision
5. The CPIO, D/o Justice is directed to give more detailed information to the
complainant regarding the status of Video Conferencing, in the e-Courts Project being
undertaken by the D/o Law & Justice, as it is the nodal department for implementation of
the project. This information may be provided to the complainant within 15 days of the
receipt of this order.
The matter is disposed off accordingly.
