2. Heard this case through video conferencing. The Appellant was present 

along with her representative in the Ghazipur studio of the NIC. We heard their 

submissions.

3. The Appellant, it seems, had given an application for loan in the office of 

the District Collector. She had wanted to know from the bank about the fate of

her   application.   The   CPIO   had   provided   her   with   some   information.   Not 

satisfied,   she   had   approached   the   Appellate   Authority.   That   Authority   had 

dismissed the appeal by observing that the RTI application was more in the 

nature of a complaint and less for information.

4. After carefully considering  the facts of the case and the submissions 

made   by   the   Appellant   during   the   hearing,   we   also   found   that   her   main 

grievance was that she was not granted any loan by the bank in spite of her 

approaching the authorities from time to time. Although no particular information 

need be provided to her now, we think the bank should advise her about the 

modalities of getting a loan under any appropriate scheme. Therefore, we direct 

the CPIO to inform the Appellant within 10 working days from the receipt of this 

order   the   procedure   for   getting   a   loan   from   the   bank   under   any   of   the 

appropriate schemes under which the Appellant could be covered. He shall also 

forward the necessary forms and documents which the Appellant would need to 

furnish at the time of applying for the loan.

5. The appeal is disposed off accordingly. 

6. Copies of this order be given free of cost to the parties.
