Law College in India – Indian Institute of Legal Studies, hereinafter referred to as “IILS” is located at the foothills of the picturesque Himalayas in the Terai-Dooars confluence bestowing it with natural landscape and being blessed by an enviable cool climate throughout the year. IILS can be lauded for its connectivity by rail, air and road transport for its proximity to Bagdogra Airport (about 8 Kms), nearest broad-gauge railway station – Siliguri Junction (4 kms) and New Jalpaiguri Station (about 10 Kms), National Highways NH 31 and NH 55 just a stones throw distance. The Institute is a mammoth structure (G +3) consisting of 10,000 Sq. Ft. in each floor having been designed by the best Engineers and architects of Siliguri. The ground floor houses the spacious lobby, administrative offices, teachers room and class-rooms with toilets, drinking water provisions. Two stair cases supported by a lift through the lobby gives access to the 1st, 2nd and 3rd floors. All the upper floors in common have viewing balconies and class rooms with toilets, drinking water provisions. To be specific, the Principal’s office, moot court find place in the 1st floor. The majestic library is located in the 2nd floor along with a faculty / management conference room. The gorgeous Chairman’s office is also housed in the 2nd floor. From the lobby in the ground floor the top-floor can be viewed providing a panoramic view of atrium. The faculty members of IILS have educational qualification from leading international and national universities who have been awarded prestigious awards. Our Director, Prof. (Dr.) M.Momin is a Professor of law & former head and dean of Burdwan University. Properly ventilated spacious class rooms have been provided to accommodate 60 students in one such classroom as prescribed by the Bar Council of India. Sitting arrangements have been so designed keeping in mind the comfort of students who would have to attend long hours of lectures. Each Class room shall have electronic Boards to assist the faculty while delivering lectures and the students would also be benefited with this latest bit of technology and public address system . The Moot Court is centrally air-conditioned with all the look of a Court room so as to acclimatize the students with Court room proceedings. The faculty shall demonstrate actual Court proceedings to the students and the students shall also get the opportunity to take part in the demonstration proceedings so that on obtaining the Degree in Law, the students shall be acquainted with actual Court Proceedings. The Institute has computers and internet facility and these are used for official and study purposes. But the Institute is aware about the fact that computers are fast becoming an integral part of modern life and are increasingly used in every sphere of work. The Institute has well equipped computer lab with separate server and networking for the students within the premises of the library. A well equipped Air Conditions computer lab facility having state of the art facilities including WIFI ZONE, computers, Inter-net connection, E-Journals for students has been made available.

It is on record that well-known Bengali Writer like, Bankim Chandra Chattopadhyay (Writer), Akshoy Ch. Sarkar (Writer), Dwijendra Lal Ray (Poet & Dramatist), Muhammad Shahidullah (Linguist) were students of this Department. Many illustrious teachers have adorned this Department. They are Kalipada Sen (Ishan Scholar), Dr. Bhabatosh Datta, Prof. Baburam Prasad Banerji, Prof. Syamal Kumar Chatterji, to name a few. The Department has a consistently good academic record every year a couple of First Classes are secured in Honours.

Teachers of the department are actively engaged in research work in different areas of Bengali Language and Literature. At present, each Honours class comprises 30 students with a healthy student-teacher ratio 4.3:1. There is a close and intimate relationship between the teachers and the taught.

Burdwan is an anglicised version of the Sanskrit Vardhamana and the corresponding Bardhaman in Bengali. The origin of this name dates back to sixth century BC and is ascribed to the twenty-fourth Jain Tirthankar, or Vardhamanswami, who spent some time in Astikagrama, according to the the Jain Kalpasutra. This place has been renamed as Vardhamana in his honour. A second view holds the literal meaning of the name, a prosperous and growing centre, to argue that this place represented a frontier colony of the progress of aryanisation through the upper Ganga valley. However, the Aryans failed to proceed further east. So, the name was retained. Archeological evidences suggest that this region, forming a major part of Radh Bengal, could be traced even back to 4000-2000 BC.

Midnapore is one of the old centres of oriental learning. During the rule of East India Company initiative was taken to impart Western Education in this District. In 1834 Midnapore Zilla School was established which was upgraded to Entrance standard in 1857, in the year of the great Indian Mutiny. The F.A. Course was introduced in 1873 at the School and the School was raised to the status of a Second Grade College. The School and the College remained under the same management upto 1887. Law courses were introduced in this College in 1892. After which some changes occurred in the teaching programmes of the College. In 1916 the B.L. course was abolished and I.Sc course was introduced. In 1922 pleadership course was abolished and B.Sc course was introduced.In 1997, during the 125 year celebration of the college, the Governing Body of Midnapore College took initiative to establish a Law College at Midnapore.Accordingly the Principal of Midnapore College approached to the State Government for permission to establish a Law college at Midnapore.The State Government of West Bengal by an order bearing No. 484 – Edn (CS), dated 31.03.2000 issued permission to the Principal of Midnapore College to establish a Law College styled as Midnapore Law College strictly on self financing basis. Midnapore Law College was thus established by Midnapore College under the stewardship of Sri Mukul Ranjan Ray who served Midnapore College as Principal from 1982 to 2001.The Vidyasagar University authority granted affiliation to Midnapore Law College to teach both Three Year LL. B. & Five Year B. A. LL. B. (Hons.) Courses with the approval of the Bar Council of India. This decision of the University was communicated to the Principal of Midnapore College on 17th July, 2000. After this the Bar Council of India was approached to grant approval of affiliation.On obtaining the approval of affiliation from the Bar Council of India, Midnapore Law College started admitting the students in both Three Year LL. B. & Five Year B. A. LL. B.(Hons.)Course from the session 2002-03. The Law College started functioning in one academic building of Midnapore College, named as Netaji Janma Satavarsiki Siksha Bhavan, within Midnapore College premises. In 2003, Midnapore Law College was sifted to its own campus at Jharnadanga, Rangamati near Midnapore Railway Station.On 30th May, 2003 Midnapore Law College obtained permanent affiliation of the Vidyasagar University. The Bar Council of India also accorded permanent approval of affiliation to Midnapore Law College on 17th July, 2004. The University Grants Commission also recognized the College under Section 2 (f) as communicated through the letter of the UGC, bearing No. F. 8 – 98/2008 (CPP – I) dated 22nd May, 2008.

BCCL has a cherished as it came into being with relentless and untiring Endeavour’s of Late Atish Chandra Sinha, the doyen of Kandi Raj Family, on 5th October, 2002. The college is affiliated to Kalyani University and approved by the Bar Council of India. Shri Atish Chandra Sinha accomplished this Herculean task of establishing a law college with the sheer desire to impart legal education and create social engineers as he himself couldn’t continue his legal education, being admitted, due to some reasons. Hence he wanted to materialize it by establishing a Law College which would in turn create lots of legal minds. This was need of the hour too, as there was no any law college in the

District of Murshidabad. Then the college was named after and in loving memory of his father, Late Bimal Chandra Sinha. Presently the college is run under the kind patronage of his son, Prof. /Dr. Aninda Sinha, who is a Professor at Indian Institute of Sciences, Bangalore. During initial stages the college was made operational in Raja Birendra Chandra College, but later on in the year 2006, it was shifted to the present location. Earlier the course offered was LL.B. 5 years, but later on from 2006 it successfully introduced the B.A.LL.B.(H) – 5 years integrated course as the guidelines & direction from the Bar Council of India. The college has nurtured many a great legal minds and carved a niche for itself in the legal area and will continue the same.
