The Applicant filed his RTI­application dated 23.05.2009 with the PIO, East Central Railway, Sonepur  seeking certain information about the movement and the late running of Train No. 325 on 11.05.2009.  The PIO, on 03.08.2009, returned the application fee (IPO) to the Applicant since it was not submitted  by him in proper manner. The Applicant thereafter filed his 1st­appeal with the Appellate Authority  (AA) on 24.09.2010 against non­receipt of information. In response to this appeal, the PIO wrote to  the Appellant that since they have not yet received the application­fee from him, they cannot provide  him any information, which is, however, ready with them. The Appellant then filed the present appeal  before the Commission on 09.06.2011 requesting for disclosure of information free of cost since he  had already sent the application fee to the PIO vide his letter dated 27.07.2009.  Decision […]
