The RTI application was filed by the Applicant on 16.11.09 with the PIO, WR, Mumbai seeking (i)  copy  of   remarks/noting   of   competent  authority  on  file   with  reference  to  his  representation  dated  24.7.09 for his promotion, (ii)  reasons for not giving him financial up gradation under ACP, (iii) the  guidelines regarding dealing with an adverse entry made in ACR, (iv) names and designations of  reporting, reviewing  authoritites.  The DGM (G) & CPIO­CCG replied on 2.12.09 enclosing 3 pages  of information received from PIO (Personnel) vide letter dated 25.11.09 with regard to point no.1 of  RTI application..   He also stated that point no.2 of the application pertains to Railway Board and  hence the application has been transferred to the concerned PIO in  New Delhi.  He further enclosed  14 pages of information received from Dy. Secretary (Confidential) vide letter dated 18.11.09 with  regard to point nos. 3&4 of the RTI application.  Not satisfied with this response, the Applicant filed a  complaint before the Commission on 6.4.10 requesting for information against point 2 of his appeal  i.e., name & designation of reporting authority, reviewing authority & accepting authority of his ACRs  […]
