Appellant by Shri Parmanand Sahu, Advocate.
He is heard on the question of admission.
While arguing the case, learned counsel for
the appellant has only given two facts for
consideration of this Court. It is contended that
earlier Regulatory Commission passed an order on
29.10.07 and it is also stated that the aforesaid
order has been set aside by this Court in M.A. No.
2148/2002 and in other connected matters by
passing a judgment on 09.10.2006 placed on record
as Annexure A/3 to the appeal. Thereafter, learned
counsel for the appellant submitted that he does not
know the facts involved in the present case.

In the present case, since learned counsel for
the appellant is unable to satisfy this Court about
merits of the case as to on what ground, the appeal
is preferred, therefore, I do not find any substance
in the present appeal and, therefore, not only the
appeal but application for condonation of delay also
stands dismissed.
