Central Information Commission Mr.Shri Sartaz Ahmad vs Ministry Of Railways on 25 June, 2010 Central Information Commission CIC/OP/C/2009/000140­AD Dated June 25, 2010 Name of the Applicant : Shri Sartaj Ahmed Name of the Public Authority : Northern Railway HQ New Delhi Background 1. The Applicant  filed an RTI  application dt.1.12.08 with the PIO, Northern Railway HQ, New Delhi  seeking the transfer policy of JEs, SEs and SSEs and also information on  whether the transfers are  being done as per the policy. The CPIO, Northern Railway HQ transferred the RTI application to the  concerned division on 8.12.08. On not receiving any reply, the Applicant  filed an appeal dt.27.1.09  with the Appellate Authority (Copy not in file) which was transferred by CPIO, Northern Railway HQ  to Appellate Authority, DRM Office, Northern Railway, New Delhi on 29.1.09. On not receiving any  response from the First Appellate Authority, the Applicant filed a complaint dt.26.5.09 before CIC. The  Commission vide its order dt.11.5.10 directed the PIO to provide the information by 15.6.10 and also  to appear before the Commission on 25.6.10 at 2.30 pm along with the written explanation to the  showcause notice issued to the PIO by the Commission. 2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for June 25,  2010.   3. Shri Mohar Singh, Sr.DMM, DRM Office, Northern Railway, New Delhi, Shri Hemant Kumar Kohli,  ADEE, Northern Railway, Ghaziabad and shri Rakesh Tyagi, Dy. G.M.(Law) represented the Public  Authority. 4.
